How old are her brothers and mother, Working ages or ability?
There is alot of truth in your comments about the programs being "golden handcuffs" that it is near impossible to get out of.
That's part of the reason there are 3rd and 4th generation handout recipients, (only part) and before anyone tries to slam me over it I will clarify that it is not race dependent.
You understand I realize that there is a level of responsibility on both sides here. How willing are the recipients to help their situation and beyond that what level of additional/supplemental support is necessary to allow them to be a realistically functional part of society.
A living minimum wage is a part. Eliminating off shoring/out sourcing and dare I say it, protectionist policies may also be part of the cure by raising and establishing a structured middle class as I have seen successfully done in some Scandinavian countries. (I can feel the pilot lights being stoked up now)
It's a complex problem and is beyond me to correct but we ALL share responsibility for where we are at whether we're the rich and powerfull that make the policies, the meek and middle class that allow them to continue or the poor that are forced to live with them and learn to play them to exist at the expense of the derision of all the rest.
